The HIWIN system management has assembled the documents below to facilitate clearer understanding of the system and to foster uniform usage by all viable agencies.

New User Application

Below are links to the two most used documents, New Applications and the New ID Request.  Please start with the New User Application where we collect the necessary information used by the system management to create provide your agency with the radio environment needed including all applicable talk groups.

User ID Request

To serve the communication needs of your agency, you would normally have to purchase a radio system and the associated portable units.  Now with the HIWIN system, your agency already has a system.  In fact your agency has an interconnected statewide system of systems.  Your agency need only purchase the portable and mobile units it would have procured anyway.  To get these units on the system, we have implemented a simple two step process.

  1.  Submit the ID request contained in the link below.

  1. You or the company contracted to program your units will receive a list of User ID (UID) numbers in a spreadsheet that is to be completed with the model numbers and serial numbers of the portable units being programmed.  Programming of units may commence at this point but they will not be active on the system.  The completed spreadsheet and the code plug to be used are to be sent to [email protected].  The code plug is reviewed by the system manager to ensure no other agency’s talk groups are included without permission and all necessary options have been selected.  UIDs are activated on the system, and your agency will then have radio communications without the time delay required to procure and implement a self standing system.  Furthermore, with appropriate permissions, you now have the ability to connect with others statewide with the simple selection of their talk group.

 

Acceptable Use of the HIWIN System

The following links govern the use of the system and the talk groups each agency is allowed to use.  Rather than being a single system for a single entity, this radio system serves many agencies across all counties statewide.  Therefore it is necessary to establish rules for interoperability and the use of talk groups which may extend beyond your agency’s normal usage.
